Scenario:
Trois militants noirs abattent deux policiers de New York. L'enquête qui a suivi met Robert K. Tanenbaum, un procureur blanc et, Cliff Fenton, un détective de police noir sur la piste des tueurs qui mène de New York à San Francisco et jusqu'à la Nouvelle-Orléans.
Le film est basé sur l'histoire vraie qui s'est déroulée à Harlem en 1971.
